What each means

BUY — in an uptrend, near support, not overbought: a reasonable entry.
WAIT — a good name, but currently hot or extended: let it cool off.
REVIEW — trading below its 200-day trend, or support broke: re-confirm the thesis before adding (the falling-knife guard).
VERIFY — not enough technical data to judge yet.

The rule underneath it

It all comes from the one thing the app’s own backtest said mattered: never buy support in a downtrend.

at support · uptrend · not hot    →  BUY
hot (RSI ≥ 66) or extended        →  WAIT
otherwise: composite ≥ 74 → BUY, else WAIT
